Introduction
The education institutions all over the world are currently facing the challenges in terms of the quality education. Various strategies, models, and methods already implemented in different educational settings and thus, aiming for achieving the quality characteristics for the education. With the aid of the procurement/purchase, it can deliberately create an increase change in the corporate performance in the educational institutions.
Background and Problem Statement
The procurement process can be implemented in various areas in the country. Most of the procurement policies are allotted to describe the government interventions in changing the policies and socio-economic activities. The importance of procurement happened to reflect in the maintaining the corporate performance in the higher education institutions. If possible, the educators should explain the importance as well as the benefits that may receive from the role of procurement and purchase in. However, the basic question may arise particularly in terms of detailing the role of procurement/purchase in as well as its impact in the corporate performance in Higher Education Institutions in Uganda.
Research Aim and Objectives
The main aim of the study is to determine the role of the procurement/purchase in as well as measuring the impacts that it might create in the corporate performance in the education of Uganda. In the support of the study, there are three important objectives that can be also describe as the propellers of the study to create the link directed to the main aim of the study.
1. To determine the processes involved in the procurement as well as the essential requirements
2. To recognize the major concern and commitment of education facilitators in terms of procurement and purchase in
3. To measure the impact of procurement that bounds to explain the corporate performance
Literature Review
Procurement processes are continuously developing due to the increase in interest for the sustainability in either government or business industries. Because of the uncertainties that plagued the economy and create a slow movement in the growth of the revenue, the lower profit is experienced. In addition, the low profit margins that identified to be caused by the higher interest rates and inflation in the commodity affects the Finance and Purchasing to control the costs incurred. Despite of the advancement on the purchasing function and associated procurement procedures, there are still limitations that should be addressed. The activities involved in the procurement/purchasing can be the main contributors towards corporate competitiveness. This very same idea can be applied in the Higher Education Institutions in Uganda (Pikulik, 2005). In pedagogical settings, the sustainability can be achieved through the recognition of the impact of procurement in the pursuance of the educational institutions towards the objectives and ambitions. In the long-run, when the schools successfully achieved their aspiration from the procurement, it can duly reflect in the corporate performance of the leaders. From the alignment of the organizational goals, an effective policy can be generated wherein the commitment arrived and in latter strengthened. If procurement/purchasing properly facilitated the incompatible competitiveness might be also achieved. From the conceptual framework that emphasizes the importance of the policy the range of organizational factors, it only suggests that a variety of practices are well embedded in procurement practice. In the investigation of the valuable procurement and identifying the cause and effect concept there is an indication that Uganda has the signs of improvement in terms of public accountability in terms of the e-procurement activity that currently adopted in the system. The only problem that they are facing is the high perceptions about the corruption.
Methodology
The need of the study is to formulate a kind of method that centers in the idea of conceptual framework. This can be only possibility if the applied conceptual model is linked to the relationship regarding the independent variables, intervening variables and the dependent variable. The research design that can carry this study is under the knowledge-based theory that promotes the advantage because it is based in the objectives of the study. Through explaining the relationship of the observed variables like the independent and dependent variables, the study can come up with analysis fit for main idea of the study. Since, the study centers in the relationship of the cause and effect concept, the design method will arrive in detailing the pieces of information that may answer the role of procurement as well as its associated effects. Through providing the related insights into procurement and purchasing, the strengths and weaknesses from the view of the corporate performance in the schools are measured.
