Introduction
The sign of a strong economy is the ability of the country to cope with the changes around the world. A strong economy must turn the challenge as opportunity and this can be only possible if the country is willing to plunge into the risk. But there is a different approach in the emerging economies. Most of the countries with a developing economy are uncertain in any actions to catch up in the other well-developed countries.
Background of the Study and Problem Statement
Electronic procurement is also known as the e-procurement is an innovative way of using the Internet to make it easier, faster, convenient, and less expensive for the businesses to purchase the goods and services. The electronic procurement covers a wide arrangement and assortment of the techniques that the businesses may apply in their process with more management in terms of earning the revenue and serving the customers (Epiq Technologies, Inc.). It is a great idea that is widely acceptable in the land of the developed and strong economies. But what if the electronic procurement were introduced in the countries such as Uganda, what would be the impact that would change the emerging economies?
Research Objectives
The study has two big objectives which are first, to establish a good outlook in the electronic procurement not only in developed countries but also in the emerging and developing countries. Meanwhile the second objective is to create an opportunity or open the doors for the emerging economy, such as Uganda, about the benefits of the electronic procurement.
Research Questions
The research is guided by the essential questions related to the main topic and with these questions, the research expected to reach the highest possible outcome in understanding the impacts of electronic procurement in emerging economies particularly in Uganda.
1. What are the recognized benefits of electronic procurement in other countries as well as to those countries that considered having the emerging economies?
2. How stable is the interaction of the state of Uganda, its market, and society that can influence the success of technology?
3. What are the perceptions and dilemmas that prevent the country to achieve its total development and how would the country manage to avoid the negative impacts of those challenges?
Literature Review
The electronic procurement can be basically applied in businesses such as banking, marketing industry, and the like. The enhanced transparency and competition in the global market makes a great mean in the adaptation of the process. Large transactions are transmitted and received with ease and efficiency (Nevens, 1999). In addition, the degree of the competition is already becoming apparent in the emerging economies therefore, the need for a development in terms of technological became an important framework of the economies. Despite from the obvious benefits of the electronic procurement which is usually applied in the connection of the computers and Internet, the firms in developing countries enjoyed the productivity gains and expansion in the demand with the electronic commerce. Meanwhile, the consumers or the people can be also benefitted because of the increase competition and market transparency. But it was identified that there is great benefit to the firms depending on the sector, degree of the product differentiation, and the level of technological sophistication (Jim, 2001). The active collaboration on the technological and social support can make the aspect of development possible (Wright, 2008). The poverty in Uganda can be lessen or minimized if there is an action toward the development and positive outlook on changes (MFPED, 2004).
Methodology
The applied method of the study is the comparative case-study method. With the utilization of the method, there are past studies regarding the electronic procurement which also indicates the challenges and the benefits that the countries face upon the adaptation of the process. This was applied to determine the needs of improvement in some areas and to identify the effective way or strategy that will fit in the economy of Uganda.
Conclusion
The country should focus on the improvement of the quality in all sides of the transactions in every term. The key actions that can be applied include the additional strength in budget prioritization to widely implement the electronic procurement processes. To fight against the poverty of Uganda should center in the value of money, strengthened procurement, and actions to reduce the corruption.
